Anna Goodman
PRESIDENT
Anna is a retired lawyer with over 35 years in Commercial, Corporate, and International Law. She served as a Senior Lawyer for various Hong Kong Government departments, volunteering her expertise to assist foreign workers and domestic helpers with employment issues. In 2010, she moved to Australia, joining the Australian Securities and Investments Commission (ASIC) in the international relations team, focusing on cross-border cooperation and regulatory engagement. Now residing on the Gold Coast to be near family, she actively contributes her legal skills to the local community and brings valuable insights to the Management Committee of the Palm Beach Neighbourhood Centre.

With 35+ years in accounting, finance, and financial planning education, I’ve worked across academia, government, and industry, also contributing to legislative and policy research. Since retiring in 2017, I’ve focused on community volunteering: as a Tax Help Volunteer (2005–2022), a Justice of the Peace since 2016, and Treasurer for the Gold Coast Justices Association. I’ve developed financial literacy programs, participated in ASIC discussion groups, and supported Lifeline financial counselling. I hold multiple qualifications in commerce, education, and financial planning, and am a CPA and Affiliate Member of the Financial Advisors Association.
Roselle Tenefrancia

Before migrating to Kombumerri lands (Gold Coast) in 2012, Roselle gained extensive experience practising law in the Philippines across sectors including social welfare, environment, indigenous peoples’ rights, children’s rights, human rights education and monitoring, and international conflict management. Roselle brings a practical understanding of what supports welcome, inclusion and connection through her involvement in a variety of volunteering, community and creative initiatives on top of her current professional work as an editor and writer. Roselle was a member of the Multicultural Queensland Advisory Council and of the Brisbane Multicultural Arts Advisory Panel. She also runs a not-for-profit initiative, Art+Potluck Project, that brings people together through food and art on Kombumerri lands.

I’ve lived in Currumbin Waters for over 25 years, deeply connected to the community and its evolving needs. My career spans project coordination in employment, disability, and community services across three states, working with national providers and local employers. I’m passionate about supporting people to reach their goals, improve wellbeing, and thrive. I’ve led teams, facilitated community engagement, and value face-to-face connection. My experience includes youth, families, mental health, and substance support. With a strong respect for cultural diversity, I’m also active in animal-assisted therapies as a member Animal Therapies Limited and as a board member of the Horse Whispering Youth Program.

Expressions of Interest
If you are interested in becoming a member of PBNC’s Management Committee. Interested persons should have at least three of the following attributes:
- Be a strategic thinker
- Have sound financial capability (particularly if seeking role as Treasurer)
- Business experience/ HR experience
- Previous management committee experience
- Experience in a non-profit organisation
The Management Committee works in close coordination with staff to secure a strong future for the service. It operates as a team, draws on the skills and talents of each member, and works towards common goals that will ensure the organisation’s success. Some additional attributes desirable are as follows;
- A commitment to the mission of the organisation
- A minimum of two hours per month to commit
- An understanding of the role of the committee
- A sense of altruism
- Leadership skills and willingness to accept responsibility
- Tact, judgement, discretion and listening skills
- Strategic vision
- Dedication
- Good communication skills.
Candidates should be team players who are prepared to commit fully and thoughtfully to their roles as management committee members to the organisation. In addition to the professional attributes outlined above, candidates should also have a philosophy of social justice. This is a voluntary role. A full induction will be provided to help you grow and understand the role. In addition, if you are a past client or service user of the centre, we also welcome your contribution towards governance. PBNC makes available a minimum of one ordinary member position on our Management Committee specifically for past service users.
Essentially this is a great opportunity to play an integral role in the operation and growth of a vital community organisation, which directly and positively impacts upon the lives of the socially, emotionally and financially vulnerable persons living on the southern end of the coast.
